On rider should get an F for not getting it in the pail

Speaking of street, there is a val full of report card distributors parked in the Bus Stop
This wall has looked like this since the last report card. Do they need another report card to know it needs fixing!!!
According to the Tri State Transportation Campaign, the first report card cost $360,000. Why on earth is the MTA doing it again. I can not imagine how any new or useful information can be gathered. There is no random sampling, the questions only generate the most obvious answers. AND THE PROBLEMS ARE OBVIOUS.
So what if it is one zillionth of the MTA budget, it just makes a mess.
The only benefit of this project is that some people have jobs
